Tried creating new saves (with gibbed) to see if it was save file dependant but it seems to be engine based since it effects all my saves, new or old. It was a combined mod that also had unlimited ammo and no recoil, but the only persistent effect is the dumping of whole mags (and instant refilling) with one click.
